Urban mobility in Spain is entering a decisive new era. With the approval of Law 5/2025, electric scooters and other Personal Light Vehicles (PLVs) are now entering, for the first time, a legal framework as regulated as that of cars and motorcycles.
Starting from 2 January 2026, mandatory insurance for electric scooters will come into force, together with new identification, registration and certification requirements. If you use an electric scooter for daily commuting, these changes affect you directly.
In this complete guide, we explain what is changing, what you need to do and how to prepare.
Which vehicles are NOT included in the PLV category?
The following are excluded:
- Pedal-assist electric bikes ≤ 25 km/h and ≤ 250 W (EPACs) → they remain exempt from mandatory insurance
- Motorised vehicles for people with reduced mobility

Mandatory insurance for electric scooters: when will it be required?
📅 Key date: 2 January 2026
✔ Why is this insurance being introduced?
- Accidents involving PMVs/PLVs are increasing
- Many victims were left without insurance coverage
- The goal is to align them with other motor vehicles
What does mandatory insurance for electric scooters cover?
The law establishes a mandatory minimum coverage:
- €6.45 million for personal injury damages
- €1.3 million for material damages
This is the same minimum coverage required for cars, adapted for PLVs.
👉 You will be protected if you cause:
- Pedestrian accidents
- Collisions with other vehicles
- Damage to public property
- Multiple-vehicle accidents
What happens if I ride without insurance after 2026?
- A fine equivalent to driving a car or motorcycle without insurance
- Your scooter may be impounded
- If you cause damage:
- The Insurance Compensation Consortium will compensate the victim
- Afterwards, they may claim the full cost of the damages from you
A single accident causing injuries to third parties could cost tens of thousands of euros.
Other mandatory requirements for riding
In addition to insurance, Law 5/2025 also establishes:
✔ Certificate of circulation
The manufacturer must certify that your PLV complies with the technical requirements established by the DGT.
✔ Registration with the DGT
The DGT will soon launch a dedicated online platform allowing users to register their vehicles.
✔ Visible identification (similar to a licence plate)

How can I know if my scooter is fully compliant and legal to ride?
To make sure your electric scooter complies with the new Law 5/2025, you should check four key elements: certification, registration, identification and insurance. First, your scooter must have a certificate of circulation issued by the manufacturer, confirming that it meets the DGT’s technical requirements (maximum speed, power, braking system, stability, etc.). In addition, the vehicle must be registered with the DGT and display a visible identification plate, similar to a licence plate, linking it to its owner. Finally, it must have a valid third-party liability insurance policy. If your scooter meets these four requirements, you will be able to ride legally and with peace of mind, fully protected in the event of any incident.
