The Spanish Congress has approved the Sustainable Mobility Law, a historic regulation that changes the rules of the game: for the first time, bicycles are officially recognised as a priority means of transport in Spain.
A huge step towards a cleaner, more efficient and healthier future for everyone who chooses to move on two wheels.

Bicycles move to the heart of urban mobility

The new law introduces the concept of active mobility, meaning travelling using non-motorised means such as walking or cycling.

This places bicycles at the centre of transport policies, alongside walking, and reinforces their role as a real alternative to cars and motorcycles for daily commuting.

For those of us who already ride electric bikes, this means greater recognition, stronger institutional support and more facilities to move around the city.

More infrastructure and better conditions for cyclists

One of the most important points of the law is the requirement to develop safe, continuous and accessible infrastructure: more bike lanes, better connections and more space to move around safely and confidently.

In addition, the law promotes intermodality (combining bikes with trains, metro or buses), making it much easier to use an electric bike as part of your daily commute.

For users of electric bikes, this opens the door to more comfortable, safer and more sustainable journeys without depending on the car.

Education, safety and cultural change

The law also focuses on education and awareness from an early age.
There will be more road safety training programmes and campaigns promoting active mobility in workplaces and schools.
All with one objective: normalising the use of bicycles as an everyday means of transport and reducing accident rates.

In addition, protection for cyclists as vulnerable road users is reinforced by adapting urban design to their needs and improving coexistence with other vehicles.

A national strategy to pedal towards the future

The law aligns with the Spanish Bicycle Strategy, the national plan guiding public actions across the country to promote this mode of transport.
This ensures that future policies, from investment in bike lanes to tax incentives and subsidies, follow a clear direction: placing bicycles at the centre of the mobility system.
